Why would it be offensive to use genetics to determine race if people consent to it on an individual basis? Either way, it's not so much as just paying everyone who is Black and American. It's about paying those who's family line can be traced back to former slaves.

With some quick calculations, I got that for $10,000 a person, it would come out to about 190 billion dollars. Annual budget in 2023 was over 30x that. But I agree, don't think a one-time payment of $10,000 would cut it.
