No? If a stranger rear ends you at a red light, you can assume it was an accident. It would still be incumbent on them to apologize and try to make it right.

If you go over a friend's house and accidentally knock over their favorite vase, it's obviously unintentional. You still have to own the harm done and express remorse/sympathy.
