I share in your pessimism that we'll ever see anything that can be called "reparations." But I think a lot the other measures will be enacted, as some already are.
Black Americans are, unfortunately, outnumbered in terms of population, resources, political power, etc. But they are not a powerless group by any stretch of the imagination. Activists and voters will continue to exert pressure on politicians. And I think in time we'll see more and more legislation aimed at righting the artificial inequality.
Though, like anything else in a democracy, it's a tug-of-war, and will take a lot of determined people to bring about.
